• Statement on the Digital Transmission of Electronic Reserves (endorsed by the Music Library Association, this focuses on digital audio file copies of copyrighted recordings of music works for course reserve purposes)

• Guidelines for Educational Uses of Music (endorsed by a committee of representatives from music publishing and music teaching organizations)

• Guidelines for Off-Air Recordings of Broadcast Programming for Educational Purposes (endorsed by various groups convened at the request of a Congressional Committee)

• The Technology, Education, and Copyright Harmonization (TEACH) Act (distance learning)

  The Act eases restrictions on not-for-profit institutions of higher learning, enabling them to transmit "limited and reasonable" portions of videos and other AV works under the supervision of a college instructor over a secure system accessible by enrolled students only.
